Government Tender Package Requirements in South Africa (2026)

South Africa's government spends over R1 trillion annually through public procurement. Getting your slice starts with one bulletproof tender pack — here is exactly what every organ of state expects in 2026.

    The R1 Trillion Opportunity

The South African government — through national departments, provinces, municipalities and state-owned entities — spends over R1 trillion annually on goods and services procurement. From cleaning contracts to construction, IT services to catering, every rand must be spent through a competitive tender process regulated by the PFMA, MFMA and Preferential Procurement Regulations.

To bid on any of it, your Pty Ltd needs a complete, current, compliant tender pack. Missing a single document disqualifies your bid at the first evaluation stage.

The Non-Negotiable Tender Pack Checklist (2026)

    1. Central Supplier Database (CSD) Registration

Every supplier to government MUST be registered on the CSD ([secure.csd.gov.za](https://secure.csd.gov.za)). The CSD number appears on every tender submission and links to SARS, CIPC, BEE and banking verification.

    2. CIPC Company Documents

    • •✅ CoR14.3 — Certificate of Incorporation
    • •✅ CoR14.1A — Notice of Incorporation
    • •✅ CoR15.1A — Memorandum of Incorporation
    • •✅ CoR39 — Latest director details
    • •✅ Annual returns up to date (organs of state verify this via CIPC portal)

    3. Tax Compliance Status (TCS) PIN

Old-style Tax Clearance Certificates are replaced by real-time TCS PIN verification. Request via SARS eFiling → Tax Status → Tax Compliance Status. The PIN allows the organ of state to verify your tax compliance in real time.

TCS PIN validity: 12 months — but organs of state re-verify on submission date.

    4. BEE Certificate or Sworn Affidavit

    • •Turnover < R10 million: Level 1 or Level 2 EME sworn affidavit (Amashad provides free with company registration)
    • •Turnover R10m – R50m: QSE affidavit or verified certificate
    • •Turnover > R50m: Verified BEE certificate from a SANAS-accredited agency

    5. Letter of Good Standing (COIDA)

Issued by the Compensation Fund confirming your COIDA registration and paid assessments. Mandatory for any tender involving employees on site (construction, security, cleaning, maintenance).

    6. UIF Compliance Certificate

Confirms UIF contributions are up to date at the Department of Labour.

    7. Bank Confirmation Letter

Issued by your business banker (FNB, ABSA, Standard Bank, Nedbank, Capitec) confirming:

    • •✅ Account holder = registered Pty Ltd name
    • •✅ Account is active
    • •✅ Signatories

Valid for 3 months from date of issue.

    8. Company Profile

Professional PDF (10–20 pages) covering directors, team, past projects, references, industry certifications, HSE policies.

    9. Signed SBD Forms

Standard Bidding Documents — mandatory declarations on every tender:

    • •SBD 1: Invitation to bid
    • •SBD 2: Tax clearance certificate requirements
    • •SBD 3.1 / 3.2 / 3.3: Pricing schedule
    • •SBD 4: Declaration of interest (conflicts)
    • •SBD 6.1 / 6.2: Preference points claim (BEE)
    • •SBD 8: Declaration of bidder's past supply chain practices
    • •SBD 9: Certificate of independent bid determination

    10. Industry-Specific Certifications

    • •CIDB grading for construction (Grade 1–9)
    • •PSIRA for security services
    • •SAQI for quality assurance in engineering
    • •HPCSA / SANC for health professionals
