    About BEE Affidavit (EME Level 1 & Level 4)

    An Exempted Micro Enterprise (EME) is a business with annual turnover under R 10 million. Under the Amended BEE Codes, EMEs are automatically classified as Level 4 contributors — and if they are 51%+ black-owned, they upgrade to Level 2, and 100% black-owned EMEs upgrade to Level 1 automatically.

    The BEE Affidavit is a sworn statement in front of a Commissioner of Oaths declaring your turnover and ownership. It replaces the need for a formal BEE verification (which costs R 8,000+) for companies under the R 10m turnover threshold.

    For turnover between R 10m and R 50m, you become a Qualifying Small Enterprise (QSE) — 100% black-owned QSEs can still use an affidavit; others need a full verified BEE certificate. Companies above R 50m always need a verified certificate.
